We do not handle downloaded contents like software, music or video that we have to download through internet.
Foodstuff
Shipping foodstuff internationally is not illegal. But recently, each country’s regulation for foodstuff is getting very strict especially to the US.
Some toys come with candies or chewing gum. We need to remove them before we ship.
Brand name items shipped from overseas.
Live Animals, Insects, plants etc.
We just cannot handle Live Animals, Insects and Plants because of quarantine issue.
For the same reason, we cannot handle Soil.
Air Soft Guns , Gas Guns (Model Guns)
Need a lot of procedure to export Air Soft Guns, Gas guns to overseas.
Sword, Butterfly Knives or any knives made for weapons
Goods that sellers have not actually obtained yet)

Here’s the list of the reasons of PENDING status at the first bid.
Noppin’s staffs have to check and switch to automated bidding manually if the auction has no problems. So, please bid at least 24 hours before the auction ends.
- The description of the auction includes the word “Pre-order” or “Reservation” in Japanese.
- The seller’s location is outside Japan.
- Your first bid is 150,000 JPY or more than 150,000 JPY.
- Auctions are in Yahoo’s Ticket category.
- Auctions are in Yahoo’s Steering Wheels category.
- Auctions are in Yahoo’s Car Body Parts category.
- Your Noppin account is restricted for some reason.
- Goods that include Lithium-ion (lithium-polymer) rechargeable battery
Laptop PC, Mobile Phone, MP3 Player, Portable DVD player, Digital Camera, GPS, Camcorders.
This function is for avoiding problems as much as possible initially before you bid.
But our system just cannot judge 100%. For example, sellers list items in wrong category.
You must take responsibility for your bid. So, if you have any questions, please contact us.
If you want to browse or bid on auctions in Adult Category, we have to verify your age first.
You need to send a scan of your ID that has your name and birthday from Contact Board
by uploading it. We also have to check your age before you purchase Lighters.
This is one-time verification. You don’t have to send ID each time.
Sorry we cannot verify your age by credit card.

- For the same reason above, we cannot contact to the seller.
We don’t do this kind of price negotiations nor dealing sellers directly without auction anyway. - I want to offer lower price on the auction as Yahoo has “Price Negotiation” button
- Our system doesn’t support Yahoo’s Price Negotiation function.
- Please ask the seller to end auction early.
- We don‘t ask this kind of things either because most of cases, we have to deal with the seller directly.
- I want the seller to ship directly to me internationally.
- We must receive items from the seller first and we will ship the items to you from us.
- Why cannot the seller remove tires from the wheels?

- Do you accept layaway ?

- I want to use the cheapest shipping method domestically in Japan.
- You cannot choose domestic shipping in Japan. Noppin choose suitable shipping method for the item.
- I just won the auction already. I want to ask one thing to the seller before Noppin pay to the seller.
- We don’t ask questions for ended auctions. You obligate to pay for auctions you won.

Can the seller sell Vol. 3 only at 1/5 price? -

- Credibility of sellers’ answers
- We are just translating seller’s answers from Japanese into English. Sellers can give wrong information to us. We just cannot guarantee credibility of the answers from sellers.
Junk
Many sellers describe condition of items as “Junk”. Sellers use the word “junk” when they didn’t confirm working condition or don’t want to take responsibility for the items to avoid claims.
Most likely this kind of sellers didn’t answer further questions about condition.
If you have questions, we will try to get an answer from the seller anyway.
No Claim, No Return
You will see this phrase “No Claim, No Return” on many auctions.
Sellers don‘t like to get involved difficult things after auctions closed.
We cannot guarantee conditions of items but it they send wrong items, less quantity
and so on, we will claim them and try to solve the problems even it is No Claim No Return.
Size of items
Japanese standard size is different than the one in US or Europe.
Please check Useful Information for the detail.
Some clothes are described as “Free Size” that means “One size fits all”.
But I think it is for Japanese. Not for Western people. If you are not sure the size,
please contact us. We will try to get detailed size in cm like, bust, waist & length.
Color of items
Displaying real colors on PC is very difficult as you know. It is depending on PCs, sellers‘ camera and so on. We just cannot explain you real colors by word. We are not responsible for the colors.
We are VERY glad that many our clients come to Japan and enjoy concerts for JPOP, JROCK
even Takarazuka performances. Getting Tickets from Yahoo Auctions are usually very difficult and complicated. And of course, time is limited. It is completely different than other items.
For safe and certain tickets transaction, we made special rules for Tickets.

Delivery must be within Japan
We used to accepted overseas delivery before but we stopped it. Your delivery address for tickets must be in Japan. We can ship tickets to your hotel, your friend, your host family etc. It only takes up to 2 business days to anywhere in Japan.

Most of accommodations can hold tickets until you check in but we need the following Info.
We use LetterPack500 as we don‘t need to designate delivery time.

We need at least 14 days before concert.
Even if your delivery address is in Japan, we need at least 14 days before the concert.
Pending Status
Because Tickets auctions has so many seller’s own rule and limited time, our system set
the tickets auctions PENDING status.
We check each auction manually and didn’t find any problem, we switch to Automated bid mode.
Please bid on Tickets auction at least 24 hours before the end of auction.
Fun Club Tickets (FC Tickets)
Many sellers are auctioning Fun Club tickets.
But most of cases, the sellers don’t have real tickets in hand yet. FC tickets are usually delivered to sellers 7-14 days before the concert. We don’t handle auctions if the sellers
don’t have the tickets in hand.
Seller’s own special rules
Many sellers of tickets have their own strange or strict rule. It is sometime breaking Yahoo rule. But as long as it is on the description, we will obey their rule or decline your order if we think it is unacceptable. Typical ones are :
- We have to contact to the seller within 2 hours after the end of auction.
- It is no problem if the end of auction is in our business hour. But most of auctions end at night. We just have to cancel this kind of auction if the seller insists our reply in a short range of time.
- We have to pay the difference if it is more than 2,000 yen between the first winner’s price and ours. (if we are the second winner of Dutch Auction.)
- It is a little complicated but it is because of Yahoo’s rule. I think we need some explanations.
Example of result for Tickets auction on Yahoo
The seller is listing 2 tickets as a multiple listing auction (Dutch Auction)
You are the Bidder C. Bidder B’s price is higher than yours, but bidder B only wanted pair..

If you are familiar with eBay, you know the winning price for both Bidder A & C is 9,000 yen.
Every winner’s price should be equal at the lowest valid price.
But on Yahoo, Bidder A’s price and Bidder C’s one is different respectively.
Bidder A has to pay 12,000 yen. Bidder C (you) has to pay 8,000 yen.
Many sellers of tickets don’t like this Yahoo’s rule and say:
You are not a winner of the auction if the difference is more than 2,000 yen.
You have to pay the difference or your bid would be cancelled.
It is obviously breaking Yahoo’s rule but many tickets sellers do like that.
I wonder why Yahoo doesn’t rule properly...
By checking the seller’s feedback and history, we will judge if we can bid on the auction
or contact you if you accept that. If you understand that already before you bid
and if you are willing to pay for the difference, leave your comment about it.
No photos for the real tickets
Seller has to list photos of real tickets under Yahoo’s rule.
If there is no photo, we will not bid on the auction and ask the seller to add some photos.
Price for a pair ? Dutch Auction? Or what ?
This should be another complicated thing you might misunderstand. Because some sellers try to avoid Yahoo’s final fee 5%, the quantity on the auction is sometimes very difficult to understand. These are the example.
- Don’t bid on the auction and just contact from Q&A.
- Quantity and price is for 1, but we have 6 tickets, please contact how many tickets you need.
- Quantity and price listed is for 1, but you must buy 3 tickets at the price you won
We will not bid on auctions it is not normal auction.
Reservation Number only
Some sellers are selling reservation number only.
Ticket agencies like Lawson Tickets or PIA gives reservation number only when ordering tickets
on their website. We have to go to Convenience Stores like Lawson or Family Mart to pick up the tickets with the reservation number.
We are not handling auctions for reservation number only as we don’t go pick up the tickets.
Seat Location
Most of sellers don’t disclose exact seat location for privacy reason.
Name on tickets
Some tickets have name on it. It is usually original person who bought the tickets. It is usually no problem as someone you know can purchase the ticket for you. But we have heard that some Fun Club is very strict for reselling the tickets and they only allow the person on the ticket to attend the concert. We just cannot guarantee you can attend the concert with the ticket purchased through us.
Cancellation of the concert
It is rare but concerts can be cancelled.
But it is very difficult to get the refund for tickets as we are not an original buyer.
We just would not be able to help you when concerts or events were cancelled.
Late delivery from sellers for tickets
We have never had the problem though we just cannot take responsibility for the late delivery from sellers. We always keep an eye on the delivery about the tickets.
Authenticity
We are not responsible for any authenticity. We will not refund any money even if the items are false. In our experience, some clients denied to pay for auctions brand name items before we confirmed the authenticity. It made our transaction delayed significantly.
If you don’t like to take that risk, please use our shopping service. We will buy Brand Name items from reliable stores in Japan.
Brand Name items shipped from overseas
I am not saying everything is false but higher ratio of sellers outside Japan sell false items.
If the problem was happened in Japan, it would be easier to solve it.
But if it is outside Japan, it would be very difficult or impossible.
Auctions by sellers located outside Japan become PENDING status when you order.
If it is brand name items, we will cancel your order if we cannot confirm the item is authentic.
Contact Board
We are using our Contact Board system for contacting with our clients.
The main reason why we use Contact Board is all of our staffs at Noppin can share our clients’ messages. We can easily take over and see the progress of talks while the first staff is taking a day off. We can check status of orders, and your profile like country of residence without telling us each time. We can advise appropriate shipping method and so on smoothly.

Contact by phone
Sometimes we receive phone calls from our clients.
Please use a phone for emergency purpose only. The difficult thing when we receive phone calls is that we cannot recognize who call us and which transaction is talked about easily
as we are transacting many other things together on PC. Not everybody in our office is speaking English either. We will NOT take any orders by phones as no records left.
Contact by email
We are using many email addresses for automated reply from our system, PayPal and so on.
We usually several thousands of emails including spam a day.
If you reply to the automated email or other email address, we cannot read your messages.

Important Yahoo’s rule you have to learn
Yahoo Auctions Japan has several unique rules and they are sometimes very difficult to understand if you are not used to it. Even though you are an eBay power seller or an expert,
please read below and learn some things before you use our service to avoid problems.
Our system has been developed based on Yahoo Auctions rule.
- 5 minutes Auto Extension Rule
- It is typical Yahoo‘s unique rule. If you try to outbid the high bidder in the last 5 minutes, the ending time of the auction extends 5 minutes automatically. This keeps working until other bidders give up bidding on the auction in the last 5 minutes.This rule is for avoiding snipe bids and very good rule for sellers. Seller can choose this function but most of auctions have this 5 minutes extension rule.
- 100 Times Rule
- You only can bid up to 100 times the current price.
For example, if the current bid or starting price is 1,000 yen, Yahoo only accept your bid up to 100,000 yen. But once exception. If the current bid or starting price is from 1 yen to 99 yen, you can bid up to 10,000 yen. - Reserve Price Auction
- Sellers can have a reserve price on their item.
A reserve price is the minimum price a seller is willing to sell for the item. The seller is not obligated to sell the item if the reserve price is not met. - Buy It Now
- It is the same function as eBay. Sellers can list auction at a fixed price.
Once you place a bid at the Buy It Now, the auction ends instantly. Then you can purchase at the Buy It Now price.
Sellers can also use Buy it now price in auction. Starting price can be lower than the Buy It Now. You can choose to place a bid and compete in the auction or use Buy It Now to purchase the item immediately - Dutch Auction
- It is multiple quantity listing auctions.
Something you should know is that you cannot change quantity from the first bid.
Also, Dutch auction with Buy It Now price. If the auction has 10 quantity and you won 3 at the buy it now price. The auction itself is still ongoing. You cannot add quantity if you change your mind. We just need to ask the seller to increase quantity if the auction is more items. - Seller’s Blacklist
- Yahoo has a function of blacklist.
Yahoo‘s members can blacklist ANY Yahoo members. Even though we have never deal with the seller, they can blacklist us. Once sellers blacklist us, we even cannot contact on Q&A on Yahoo‘s auction pages. Some clients want to know why we are blacklisted but we just cannot tell you because of the reason. - Minimum Increment

Restrictions on Noppin‘s Auction Service
- Cancellation
- You cannot cancel your bid unless you are outbid. You also cannot decrease bid amount. Please check your bid amount carefully before you order.
- Payment
- You must pay for auctions after you won. You are responsible for all winning auctions by your account. Please handle your ID and password carefully.
- Your own Yahoo ID
- We cannot transact auctions that won by your own Yahoo ID because we need to login your Yahoo account. For security or verification reason, we don’t help you those transactions.
Please order auctions through our interface from the beginning.
We also cannot handle “payment only” transaction. - Direct shipment from sellers
- We will not ask sellers to ship items directly to you international or domestically.
We must receive items first and we will ship items to you by us. - Contact to sellers directly
- You must not contact to sellers directly.
You are not a winner of auction for the sellers. The sellers don’t know who you are.
They even don’t know Noppin is bidding their auctions for our overseas clients.
It really confuses the sellers and would have so many problems. - Sellers‘ own rules
- If the sellers have their own rule on the description, we basically would obey it even though it is break Yahoo’s rule. Please understand descriptions carefully before you bid.
- Question ONLY
- Please don’t use our service for Questions to the seller only.
We understand most of other services don’t ask questions to sellers. - Outside auctions
- We will not deal with sellers outside auctions.
If the sellers have websites, we could be able to handle by our shopping service. - No order by email or phone
- We don’t take your orders by phone or emails.
Please just sign in to your account and order through our website.
Bidding Limit
You have to send deposit before you bid.
Our standard Deposit Multipliers is 3. If you deposit 2,000 JPY, your Bid Limit is 6,000 JPY.
We have hold deposits for clients from our prior service Crescent Shop. The deposit can be used toward making payment for Noppin’s service or we can simply refund your deposit. Please contact us from Contact Board if you have some deposits in our service. We use PayPal’s exchange rate at the time for the payment.
Manual bid on auctions in Pending status
Please read “Reasons for being PENDING” above which auctions become pending status.
If the auction is not suitable with our service, we will cancel the order. Or we will contact to our clients or the seller to confirm if the auctions are suitable to bid. If your auction is in Pending status, please expect that we might contact you before we switch to automated bid mode.
Pending status function is made for reducing our clients risk but we will not guarantee the result,
our judgment to choose to bid and delay of switching.
What if you bid on auctions Noppin doesn’t handle ?
Under Yahoo‘s policy, we must take responsibility for paying auction if we win.
Even though you won auctions for the items that Noppin doesn’t handle, you must be responsible for paying auctions even it is not shippable.
Bid Timer
Bid Timer is our new function that the system bid on your auction automatically on the designated time. It is useful function when you have time difference from Japan. But we cannot take responsibility if it really works at the time you designated.
Sellers located outside Japan
Many international sellers sell items on Yahoo Auction Japan. Most of sellers are good and understand Yahoo‘s policies but some are not. Also some are selling false brand name items
and so on. If they are located in Japan, we can solve problems but it is very difficult when the sellers are located outside Japan. We can handle auctions by seller outside Japan.
But we choose sellers by blocking with Pending status to reduce our clients&lsquo risk.
Clients are responsible for any result when you order on auctions by sellers outside Japan.
Blacklist on Noppin’s system
We have a blacklist in our database to block for bidding on auctions by bad sellers in our experience. We just cannot bid on the auctions if the sellers blacklisted.
Sorry but we don’t tell you why each seller is blacklisted.
Combine Payment and Shipment for multiple auctions from the same seller
We ask sellers to combine payment and domestic shipment if we won multiple auctions in the same day. Or sellers arrange combined domestic shipment themselves even unless we ask them. But some exceptions below :
- If the description says that the seller do not combine shipping for any reason, we will follow it.
- We also ask the sellers to combine shipment for auctions won by different days but we will not ask the seller for combine shipment by just a plan of your bidding. For example you won one auction today and you are planning to bid another auction by the same seller ending 2 days later. You need to bid on the auction and we will ask the seller to wait for the payment and shipment.
Payment Due
Here’s the chart for you to know how our service handle your payment.
- When to pay for the auctions you won
- Our clients are responsible to pay for each auction within 7 days after we pay for the auction to the seller.
- If packages are shipped from sellers by COD
- Many sellers ship their package by COD for full amount or domestic shipping charge only.
In that case, we update your payment on the day when we receive the package.
So, when COD payment, it takes longer than bank wire payment. - Blocking new order temporary
- If auctions are not paid more than 7 days after we completed to pay to sellers, our system blocks new orders until the auctions are paid.
- Auto Charge by Noppin
- If auction are not paid more than 14 days, we charge your PayPal or credit card on file from us.
- Late Fee
- If the Auto Charge above is failed and auctions are not paid more than 14 days, we charge late fee 300 yen per item a day.
- Termination of membership
- If auctions are not paid more than 30 days, we can terminate the membership. Please read Article 8 Payment of Fees on the Term of Use for more detail.

- Won Price
- It is the amount you won at Yahoo Japan Auction.
- Consumption Tax(Sales Tax)
- Yahoo Auction stores can charge consumption tax(5%) separately on Won Price.
But it is depending on stores. Mostly, they explain it on the description. - Our Fees
- Please check Our Fees for Auction Service
- Domestic Shipping(International shipping if the seller is outside Japan)
- Most likely, buyers(Noppin) pay domestic shipping. We only charge our clients actual domestic shipping. It is usually from FREE to 1,200 yen for ordinary packages. For larger or heavier
items like car parts will be charged more. Please understand that Noppin choose suitable domestic shipping method if the seller has options.

- Bank Wire
- The most common payment method in Japan is bank wire or postal wire.
It is most reasonable shipping and commonly used online auctions.
Noppin pay for the bank wire fee to our banks.
We charge flatly 250 yen per payment to a seller. Not on each auction.
If you won several auctions from the same seller, you only pay one bank wire fee. - Other expenses - COD charges, Packing fee etc.
- Some seller want to use COD (cash on delivery) shipping.
We don't have to send payment by bank wire but we pay cash to domestic shipping company when we receive the package at our office. Shipping companies like Yamato or Sagawa take COD charge separately. It is depending on the payment amount.
But it is ramge from 315 yen to 630 yen. We charge actual COD charge instead of bank wire fee.
It is very rare case but some sellers charge packing fee or addtional expenses on the total.
We will pay for them if it is on the description.
But if not or outrageous, we will deny or discuss with our clients before we pay.

- All packages from Noppin must be declared at an accurate actual value.
Noppin don’t take any responsibility for these costs under any circumstance.
Please contact your local Customs for understanding your country’s regulation and tax fees.
We understand some other services declare lower value or sending packages as a personal gift for clients to avoid those fees. This practice is illegal and HUGE risk of losing their business.
Payment Handling
Each time you pay for auction by PayPal, credit card or Moneybookers, we charge 3.5% payment handling.
<What is Payment Handling?>
We are buying your items on your behalf and we have to pay actual amount to a seller.
For example, you want to buy something at 10,000 yen from a seller of Yahoo! Auction Japan. Of course we have to pay same amount of money 10,000 yen to the seller without any deduction. If you can pay 10,000 Japanese Yen in cash to us, there would not be deduction.
But payment from you is by PayPal, credit cards or Moneybookers. They take certain percentage of fee by deducting from the payment. If you send 10,000 yen by these online payment companies, we only receive about 9,650 yen and we cannot pay to the seller..
You need to add 3.5% on the total to make up for the difference.
How we charge our fee when:
- you won several auctions from the same seller and combined shipping in Japan.
- We charge our fee on each auction. Domestic shipping charge and bank wire will be combined.
- you won several items from one auction. (Dutch Auction)
- We charge our fee on the total won amount.
- you won an auction as quantity one but you have to choose quantity after you win.
- It is the same thing as Dutch Auction. We charge our fee on the total won amount.
- the seller charge additional fee or consumption tax (sales tax)
- We charge our fee on the won price only.
- you purchase additional different item from the same seller.

Some sellers sell items differently from the auction.
For example, the description say, the winner is entitled to buy a limited accessory at 5000 yen.
We charge our fee on the total of the won price and 5000 yen.
Status Update
Our system check the current status automatically every 30 minutes.
But the won auctions will not be updated automatically. We update won auctions manually at around 10am on the next business day. The reason why we don’t update manually for won auctions is that we need to check descriptions on each auction if there are special rule like
we contact to the seller within 12 hours.
About Domestic Shipping
For domestic shipping, Noppin choose suitable way based on our experience.
Our clients cannot choose shipping options. Then we charge you actual shipping charge.
<Basic Rule>
- We choose one of the shipping methods from seller’s options
- Basically, we don’t request different shipping methods than the seller’s option.
- If the total won price for a package is less than 5000 yen, we choose the cheapest shipping method from sellers’ options.
- If the package is more than 5000 yen, we use registered and /or insured method.
- Even if the seller pays shipping charge, the shipping method the seller choose is not reliable, we might request the seller to use different shipping method
- Here’s some example
- Example 1) Our client won 50,000 yen antique plate and seller pays shipping charge,
but it is not insured method. We will ask the seller to pay insurance with additional charge. - Example 2) The item is 1000 yen with free shipping. But our client won 20 pieces of the item.
The total price is 20,000 yen. If the free shipping method is insured and registered,
there is no problem. But if not, we request the seller more reliable shipping even though our client has to pay extra charge
Members Protection Program
For reducing our client’ risk, Members Protection Program reimburses undelivered auctions for our clients with NOT Ineligible Item or Transactions below
Coverage
We refund up to 30,000 yen a year to cover the expenses we paid on your behalf.
You can claim multiple auctions as long as they are within 1 year period from the first auction.
For our service charge, we will refund you separately which is not counted in 30,000 yen.
No Immunities. You can get full refund
Ineligible Items or Transactions

If we are still talking with the seller or something, we will explain you the progress.
Sellers who don’t contact us at all
Some sellers don’t contact us at all for some reason. We keep trying to contact the sellers up to 30 days. You are not obligated to pay for the auction before we pay for the item to the seller.
But you cannot cancel the auction once we can pay for the auction.
Auction Feedback
Before we inspect each item like condition or quantity, we give the highest feedbacks to every seller when we receive the items. Basically, we don’t give bad feedbacks for any sellers because we could get bad feedbacks in retaliation against it. We are handling auctions for many clients at the same time. Some sellers don’t deal with buyers who have bad feedback even just one. Some clients ask us to give bad feedbacks to particular sellers but we just cannot accept it.
Storage
We can hold our clients items up to 60 days free of charge for combined shipment with other items. After 60 days, we charge 300 JPY per item a day. 60 days sounds very long but you know, time fries. Please take notice of the remaining date so you don’t have to pay unexpected charges. You cannot storage items more than 180 days even though you pay for the storage fee.

Guideline of Inspection
Our inspection process is for just identify the item is correct. We don’t check conditions, minor damages and so on. But if the item is significantly different or have big damages, we are trying to solve the problems by contacting to the sellers or domestic shipping company.
We are trying our best but we just cannot guarantee the results.
- When we inspect your items
- We don’t inspect items soon after we received them from sellers.
We only inspect them AFTER you send us a packing request. Some clients insist us that we inspect their items before they pay. Please understand our service range.
- We don’t take photos

Some clients request us to take some photos before we ship.
We only take photos when we need such as insurance claims. - If we receive different items
-
We will contact to the seller first and consider how we can solve the problem.
Most of cases, sellers refund the money or send a correct item in our experience.
But please understand we cannot guarantee the result.
If we don’t receive anything from sellers at all, our Members Protection Program may be eligible. - DO NOT contact to the seller or Yahoo directly about the problem for auctions.
- For sellers or Yahoo, you are not a winner of auction. It makes things very complicated.
- When we received damaged items.
- We just cannot do anything for small damages like cracks on CD case, small dents on toy box.
But we will try our best to solve the problems if we can. - Auctions which is breaking Yahoo guideline rule.
- Even if auctions broke Yahoo’s guideline rule but it was on the auction description from the beginning, we would think that our clients understood and accepted it.
- About item condition.

The purpose of this inspection is not checking the conditions.
We just cannot take any responsibilities for the conditions. - Inspections for bulky items.

Some clients won auctions for bulky item like a bunch of staffed toys, keychains or trading cards from one auction. Most of auctions provide only approximate quantity or just a photo with no list.
It is very difficult to check or identify if everything is correct. And it is very time-consuming task.
So, we only count and check up to roughly 10 pieces. If we need to check everything, we will ask you extra service charge by time. We should ask you 3000 yen per hour. - Items shipped from outside Japan.

It is very difficult to solve problems if items are shipped from outside Japan.
It is because of high shipping for reshipping, language and so on.
There are a lot of sellers who located outside Japan or Japanese is auctioning but items are
shipped from outside Japan. Unfortunately, we cannot help you. - Unopened new item.

We can see a lot of items as “Never Removed From Box” on Yahoo Auctions and say
that the seller is not responsible for condition inside the box or let buyers contact a manufacture directly. We cannot check the condition inside a box or not responsible for a damage and so on. - Less Quantity
-
If we found less quantity, we will contact to the seller to reship the difference or ask a refund.
But we cannot take the responsibility for the result. Remember that we are not inspecting items
after we receive clients’ packing request. So, the sooner shipments the better results. - Giveaways (Omake)

Many sellers send giveaway gifts kindly along with the items on auctions.
But it may not be welcoming for some our clients because international shipping could be higher
because of giveaway gifts. So, we pack giveaway gifts together if it is not too heavy without any permission from our clients. If it is heavy and it changes international shipping, we will contact. - Color (difference from the PC screen)
- As you know, showing real colors on PC is very difficult. We just cannot take responsibility for the colors. We can ask sellers more information, so contact us before you bid.
- Size
- Size is also misunderstandable factor. Please check Useful Information Japanese Size M is smaller than US size M. We just ship items if the size is same as the description.
- Brand Name items

We just cannot check the authenticity of bland name items.
Our clients must be responsible to pay for auctions even it is not authentic.
To reduce our clients risk, we will not bid on auctions by the sellers located outside Japan. - Working condition
- We will not check working conditions like game software, appliances or any devices.
- Disposal
-
Some clients ask us to dispose unneeded parts because of reducing international shipping cost. We can take care of dispose things but we have to pay dispose fee to our city government.
And we need to drive to a designated place to dispose if it is heavy, large or nonflammable items. We just have to charge you the fee and time-consuming work.
There is no problem for us about small things like you don’t need just cardboard shoe box. - Tire Removal

We can ask the sellers of wheels with tires that they don’t ship tires.
Some sellers ask tire removal fees and accept it but some sellers deny as they don’t have time to go to remove the tires and so on. If you don’t need tires and seller don’t accept the removal,
we can take care of it. But we need to go to a gas station to ask them to remove the tires.
If you can pay 2000 yen per tire and we can go there our spare time, we can take care of it.
We charge these fee separately before we go to the gas station.
Packing
Some other services don’t check inside the box and ship the package as it is.
But we will unpack each package from sellers and dispose cardboards and repack new box with bubble wrap & newspaper. We will do it because we understand the package will be damaged
during international shipment. Sellers in Japan don’t know the final destination is outside Japan.
Shipping charge in Japan is not very different by the size or the weight so most of seller use a lot bigger box than the item itself. But it is significantly different when it is international.

- We usually pack your items as soon as we receive a packing request.
But it really depends on busyness, season and so on.
Also, we need to wait for some items on the packing request if they have not arrived yet.
When we are busy, please allow up to 3 business days after the last item arrived.

- Paying for international shipping

After we finish packing, we will let you know international shipping.
The deadline of shipping charge payment is depending on the storage time.
You can pay for the shipping charge within 60 days after the first item in the package arrived.
If items in the package is more than 60 days after we receive the item, you have to pay 300 yen
per item a day. We cannot ship the package if you don’t pay the storage fee.

If you don’t specify shipping method, the shipping charge we quote is EMS. Shipping - Insurance

From Noppin service, we start charging surcharge by weight when you use other shipping
method other than EMS. We stop charging surcharge for heavy items like wheels if you use
EMS. Please check Our Fee for Auction Service for detail. - No shipping on Saturdays, Sundays or National holidays
- We only pack and ship in our business days. Mon-Friday 9:00am-6:00pm.
- The Cutoff time for same day shipping

The cutoff time for same day shipping is 13:00 or 1:00pm (Japan Time)
If you pay for international shipping before 1:00pm, we can ship the package in the same day.
It is later than 1:00pm, we will ship out your package next business day.
Important things for shipping from Noppin
- We don’t declare lower value or sending packages as a gift
- Many clients ask this question at the first time but please understand it is illegal and against international law. Some people say other services can do it for them. So they asked us to do the same. We emphasize that it is huge risk of business.
- Invoice is official document

We make invoices for clients who request us. We must put invoices for clients from mainland China. (Hong Kong is not required.) Or we must put invoices and declare the Japanese Customs for export if the value of the shipment is more than 200,000 JPY.
We must declare actual value including our service charge and any expense you paid to us. - We don’t ship your items to your friends or buyers. You must be a recipient.
- We don’t ship your package to different person. You must be a recipient.
We used to take care of it but there were so many problems like your friend don’t accept
package because post office charge some tax.
One exception is that we can ship your package to the address in Japan.
We can ship packages to your friend, hotel and so on.
Please just note that we have to charge consumption tax on our service charge if the shipping address is in Japan. Also, we have to use registered shipping method only.
We normally use Yu-Pack or Letter Pack 500. - Picking up items at our office

We do NOT accept our clients to pick up their items at our office because of security reason.
We cannot identify you are here in person. We have to SHIP packages to your place. - Storage term is NOT more than 180 days

For our clients’convenience to combine several items for international shipping,
you can use our office up to 60 days. The storage space is limited and have to pay rent for it.
We will charge 300 yen per item a day if the storage is more than 60 days.
If storage is more than 180 days and no contact or no storage fee payment,

Please change your shipping address BEFORE you send us a shipping request.
Or please contact us about the move BEFORE you pay for shipping charge.
Country and your name are NOT changeable on your profile screen as it is against fraudulent transactions. If you need to change your name because of marriage or moved to different country, please contact us from Contact Board.
Overweighed or Oversized Goods
For overweighed or oversized goods which are not able to ship by Postal Service,
we use our contracted shipping company. At this moment, we only use FEDEX Express.
We use them ONLY if the items are oversized or overweighed.
- Heavy or Large items are not inexpensive to ship!
- We are using FEDEX’s Economy Express and it is cheaper than other door-to-door companies.
But it is still a lot higher than Postal Services. Please contact us if you are planning to bid on something heavy or large. We will tell you if the item is shippable by Postal Service or rough shipping estimation for FEDEX to avoid unexpected surprising shipping cost. - Volume Weight

Except for Postal Services, most of other companies use “Volume Weigh”
Even if the actual weight is very small, they charge shipping by Volume Weight.
Here’s how to calculate the Volume Weight. The actual weight is 18.5 kg.
Volume Weight
= Maximum Length (cm) x Maximum Width (cm) x Maximum Height (cm) / 5,000 (cm3/kg)
= 75(cm) x 65(cm) x 55(cm) / 5,000( cm3/kg) = 53.63 (Kg)
Even if the actual weight is 18.5 kg, they take 53.63 kg for shipping weight.
- Fuel Surcharge

Postal Services also is not taking but most of other shipping companies take
“Fuel Surcharge” It is depending on oil price and changes monthly.

Please contact to your local post office with tracking number first if the package doesn’t arrive
at your place more than 14 days after we shipped out the package.
It should be faster than you contact us. If they don’t answer, please contact us.
We will contact to Japan Post about the package. But all they can do is contact to your local
post office to check the status of the package. -
Other than EMS
Other shipping methods, it is difficult to find the status of the packages.
You will just have to wait for the package. We just cannot take any responsibility for the delay. - If your package arrived broken:

Please take some photos for the broken items and pieces if you can and contact us.
We will instruct you how to claim insurance one by one. - Other than EMS
Parcel package by Air, SAL or Surface can be insured.
But it is difficult to get insurance money and taking a lot of time to handle this.
If you choose shipping method other than EMS, we cannot help you to transact insurance at our side. If you desire insured shipping method, please use EMS. - Please don’t send the package back to us unless we request you

If your package arrived broken, please DO NOT ship the package back to us.
Nobody insure or pay for the shipping charge from you to Noppin. - If you find something is missing in your package:

Please check your package once again if the item is really missing.
If not, please contact us from Contact Board as soon as possible. We will investigate it further.
We usually find missing item from seller when we do inspection before we ship.
But we might forget to pack it or our clients misunderstand and thought it was included
but actually not in the auction from the beginning. - Shipping charge for returned package when you choose other shipping than EMS

For EMS, even if something happened in your country and post office decided to ship the package back to us, there is no shipping charge for the return.
But other shipping method, they charge return shipping charge.
Our clients have to pay for the shipping charge for the return or post office abandon the package. We are not responsible for any problems in your country. - Re-shipment

We have to charge you international shipping charge again if the package has been returned to
us. If it is not Noppin’s fault, our clients have to pay international shipping again.
We cannot take any responsibility for the problems at the Customs in your country.
